Air Resources Engineer

This position can be located in Sacramento or Riverside County.

The Sustainable Transportation and Communities Division is recruiting for a motivated and team-oriented Air Resources Engineer in the Zero-Emission Vehicle (ZEV) Market Advancement Section within the Advanced Clean Cars Branch. The ZEV Market Advancement Section consists of a friendly team of professional staff supporting communication and implementation efforts for the California Air Resources Board's (CARB) ZEV Regulation and the Clean Miles Standard Regulation to help achieve California's ambitious air quality, climate, and environmental justice goals.

The mission of the Advanced Clean Cars Branch is to foster a sustainable market for zero­ and ultra-clean emission light-duty vehicle technologies through regulations and market supporting policies. The Advanced Clean Cars II program requires that 100% of new passenger cars and light trucks be zero emissions by 2035, as directed by Executive Order N-79-20. The Advanced Clean Cars II program also requires ZEV assurance measures, which include requirements for ZEV durability, warranty, battery labeling, and serviceability. These assurance measures individually and collectively support the emission reductions of the Advanced Clean Cars II program by ensuring that ZEVs perform as needed to replace conventional vehicles fully and permanently.

The ZEV Market Advancement Section is responsible for developing, coordinating, and implementing complementary policies to facilitate and encourage the uptake of light-duty ZEVs. These efforts include supporting: consumer awareness of ZEVs through marketing, research, education, and outreach; California, multi-state, and international ZEV partnership activities; implementation of the Clean Air Vehicle Decals Program that provides High Occupancy Vehicle (HOV or carpool) stickers for clean vehicles; implementation of the Clean Miles Standard Regulation; implementation of the ZEV Regulation; implementation of CARB’s ZEV Equity Task Force; and complementary ZEV policy assessments.

Under the supervision of an Air Resources Supervisor I, this position is responsible for supporting implementation of California’s ZEV Regulation pertaining to ZEV assurance measures, including requirements for durability, warranty, battery labeling, and serviceability, as well as related workforce development, education, and awareness initiatives. This position contributes to the ZEV Regulation and related programs through assessing cost and economic factors, advanced technologies, market trends, and job/workforce impacts associated with the transition to ZEVs. This position will be responsible for written reports related to the data analyses. The position may require occasional travel up to 5% of the time for meetings, conferences, and stakeholder outreach.

Working Conditions

 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
