Construction Analyst (Construction Estimator)

Summary

You will serve as a/an Construction Analyst for the Small Business Administration (SBA), US Small Business Administration, Processing and Disbursement Center - PDC Processing and Disbursement Center in Fort Worth, Texas. This position is in the Loss Verification department. The incumbent performs damage verification for homeowners, associations and businesses seeking funds for the repair, rehabilitation or replacement of disaster damage to personal, real or business property.

Duties

As a/an Construction Analyst at the GS-0828-9/11, some of your typical work assignments may include:

  • Evaluates project documentation such as contractor's estimates and proposals, engineering reports, construction plan/blueprints, insurance adjuster's reports, tax returns, financial statements and other supporting documentation. Properties include single-family homes, smaller apartment/condominium buildings, and typical commercial businesses.
  • Re-evaluates the extent of disaster damage and/or costs to repair disaster-related damage in cases of construction cost overruns, hidden damage, omissions, changes in code requirements, elective upgrades, etc. Verifying the repair or replacement cost of such damage; and making disbursement recommendations to complete the needed restorations.
  • Advises borrowers on matters concerning policy requirements and limitations. Communication with the disaster survivors and project contractors. Writes disbursement recommendations with complete documentation and justifications to support the recommendation.

For the GS-09/11 level:
1. Undergraduate and Graduate Education: Major study -- architecture, engineering, building construction, or other fields related to the position.(transcripts must be provided with application)

OR

2. Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Applicants should have knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiation work. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge.

Appropriate experience includes working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (housing, single-family dwellings and multi-family apartment units, and industrial and commercial structures). Applicants should be familiar with matters such as planning a subdivision, laying out traffic flow in a multi-family apartment structure, or working out specification problems in plans.

In addition to the IOR, you must possess the required specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity.

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

You may qualify based on experience, education or a combination of both.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or you will be rated "Ineligible" for that grade level.

GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Estimating the cost of material and labor to remodel, repair, renovate, or construct homes.
  • Completing work assignments using computer equipment and programs AND
  • Understanding of building codes and how they apply to repair/replacement project.

GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. In addition, this Specialized Experience must demonstrate the following:

  • Estimating the cost of material and labor to remodel, repair, renovate, or construct homes AND businesses.
  • Completing work assignments using computer equipment and programs AND
  • Understanding of building codes and how they apply to repair/replacement project.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

 

Education

If qualifying based on education, you must submit transcripts by the closing date of this announcement or you will not be found eligible.

GS-09: Must have a Master's or equivalent graduate degree in architecture, engineering, building construction, or other fields related to the position from an accredited college or university, or 2 full years (36 semester hours or equivalent) of related progressively higher-level graduate education leading to such a degree.

GS-11: Must have a Doctorate or equivalent graduate degree in architecture, engineering, building construction, or other fields related to the position from an accredited college or university, or 3 full years (54 semester hours or equivalent) of related progressively higher-level graduate education leading to such a degree.

OR

A combination of experience and education as indicated above.
