Job Summary

Responsible for supervising the operation of the Home Improvement Program and the housing rehabilitation staff or the Community Development Block Grant (CDBG) contract compliance staff including assessing, acting as a mediator, resolving difficult issues and problems and by maintaining accurate records, coordinating audits, implementing changes, and approving fund expenditures that exceed program limits. Monitors and inspects construction jobs, writes construction specifications, estimates costs, assesses deficiencies, and approves contractor payments. Reviews and interprets real estate documents, legal regulations, building codes and consults with and provides recommendations to supervisors regarding legal issues. Acts as a liaison between the Community & Home Improvement Division and government, and private agencies that participate in Community & Home Improvement projects. Prepares and presents monthly performance reports, explains changes, answers questions, and promotes the Home Improvement Program or CDBG through public speaking. When assigned to the Contract Compliance Unit, coordinates the CDBG program. Ensures compliance with federal regulations. Monitors grant monies and ensures all draws comply with regulations. Authorizes expenditures and prepares monthly and annual reports. Utilizes current county-wide and/or department specific software to complete assignments.

Minimum Qualifications

 At the time of application, applicants must:

1. a. Possess a Master’s degree from an accredited college or university with a major in Public Administration, Business Administration, Engineering, Architecture, Construction Management, or related field of study; AND

b. Have at least four (4) years of full-time work experience in building construction, maintenance or alteration fields in a project planning, specification writing, coordinating, cost estimating or purchasing capacity; OR

2. a. Possess a Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Engineering, Architecture, Construction Management, or related field of study; AND

b. Have at least six (6) years of full-time work experience in building construction, maintenance, or alteration fields in a project planning, specification writing, coordinating, cost estimating, or purchasing capacity.

3. Possess a valid motor vehicle operator's or chauffeur's license.
