Electrical Combination Inspector

Under general supervision, to conduct inspections, review plans, prepare reports, issue permits, perform investigations, initiate enforcement actions, consult with and work closely with contractors, designers, neighborhood groups, the public, and other organizations to achieve and confirm compliance with the city’s commercial and residential electrical codes, residential building, mechanical, plumbing, and zoning codes; as well as other applicable state local and federal codes, and other relevant codes and documents.

Job Duties:

•    Conducts field inspections as assigned, investigates and enforces applicable city, state and federal construction regulations;
•    Advises contractors and citizens on ordinances, work proactively to avoid code related issues;
•    Advises customers on codes and detail items that must be corrected before installation can be accepted;
•    Interprets and applies applicable codes and ordinances;
•    Observes violations, issues notices, counsels code violators, prepares case files, pursues legal remedies, initiates code enforcement actions;
•    Reviews and interprets plans and permit applications;
•    Maintains records of current activities, creates and updates automated permit tracking system;
•    Prepares notices, reports and correspondence;
•    Assists in the training of new and temporary staff in the proper delivery of related services;
•    Testifies in court on violation cases;
•    Acts for supervisor as directed;
•    Consult with supervisor on procedures to be followed in cases that are not clearly covered by existing codes and regulations;
•    Prepares construction estimates;
•    Staffs meetings of the Building and Fire Code Board of Appeals as assigned;
•    Performs related duties as required, and operates equipment as necessary to perform assigned tasks.

Minimum Qualifications:

•    Graduation from high school and completion or GED; and
•    A minimum of two (2) years of experience and journeyman level in aspects of residential or commercial electrical work is required; or
•    An equivalent combination of experience, education, and training that would provide the level of knowledge and ability may be substituted for the above requirements; or
•    Two (2) year associate’s degree in code enforcement and related construction experience; or
•    Four (4) year degree in construction engineering, construction technology, architecture or equivalent; or
•    Two years of experience in code inspection or enforcement, or
•    An equivalent combination in which education and experience are interchangeable at the rate of one year of education for one year of experience.

Required Special Qualifications:

•    Possession of a valid Iowa Driver's License.
•    Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
•    Possession or ability to obtain within three (3) years from the date of hire the following certifications:
1.    Commercial Electrical Inspector as issued by the International Code Council or Certified Electrical Inspector-Master as issued by the International Association of Electrical Inspectors, and
2.    Residential Combination Inspector certifications using one of the following options (A or B):
       A.    Certificate as a Residential Combination Inspector as issued by the International Code Council (ICC), or
       B.    Possession of one certificate in each of the four residential trade disciplines:
               1.    Residential Building Inspector as issued by the International Code Council
              2.    Residential Electrical Inspector as issued by the International Code Council or Certified Electrical Inspector – Residential as issued by the International Association of Electrical Inspectors
              3.    Residential Mechanical Inspector as issued by the International Code Council
              4.    Residential Plumbing Inspector as issued by the International Code Council or Plumbing Inspector as issued by the International Association of Plumbing and Mechanical Officials
