Job Responsibilities

This position is accountable for maintaining up to date highway sub-section maps (references to old and as-built plans); keeping track of roadway inventories (maintenance and jurisdiction maps); updating and managing snow route maps; managing current maintenance agreements with various local agencies and processing for payment (includes roadways, traffic signals, and lighting); keeping good records on past local agreements affecting our maintenance responsibilities of our roadways including local street / road connections; tracking jurisdictional transfers and keeping good records on who currently has jurisdiction of the various routes in the district; keeping records on Adopt-A-Highway sections within the district; managing and handling inputs for the Asset Management Program (AMP) system for accurate inventory, cost information, and records; acting as computer and office equipment liaison between Operations staff, the district Information Technology staff, central Bureau of Information Processing (BIP), and Central Management Services (CMS) staff; and assisting the district Communication Specialist and district Light Vehicle Fleet Coordinator as needed. This position also assists the Services and Development Technician in keeping track of expenditures in managing the current budget and making needed requests for the next year’s budget; and purchases and manages office supplies and equipment for district Bureau of Operations.

This position reports to the Services and Development Technician. This position has no subordinates.

This position provides for the support of the district Bureau of Operations administrative and budgetary functions. The incumbent operates in an environment where it is important to have technical expertise in computer and office equipment, mapping software, budgeting and inventory functions and software, and record keeping skills.

Typical problems include updating data on sub-section maps to reflect recent construction and finding new ways of handling this information and mapping, such as Global Positioning System/Geographic Information System/Computer Aided Drafting (GPS/GIS/CAD) and creating and updating various maps used by the district team sections for mowing, snow removal and maintenance. The greatest challenges to this position are reviewing agreements with local agencies and private entities to ensure knowledge of proper jurisdiction and subsequent location of documentation to support those findings; organizing and archiving those agreements for ease of locating and reviewing regularly to resolve issues that arise; and processing invoices for payment of municipalities in accordance with their agreements with the district.

Job Responsibilities Continued

This position prepares and maintains the highway sub-section maps and related AMP roadway inventory data, maintains files of agreements and serves as resource person for the information contained in the files. The incumbent prepares and monitors municipal maintenance and street sweeping agreements, updates Adopt-A-Highway information in AMP and informs staff when their permit expires and performs daily input into AMP to ensure accurate records for inventory, budget, and reports. He / She also assists other operations staff as needed to assure that operational needs are met.

This position operates within the guidelines established by the Bureau of Operations Maintenance Policy Manual, the Highway Standards Manual, Jurisdictional Transfer Guidelines, Asset Management Program Manuals, and budgetary and manpower limitations. Problems such as staffing and unique maintenance and jurisdictional transfer questions are referred to his/her supervisor along with a recommended solution.

The incumbent has frequent contact with other district bureaus and the central Bureau of Operations. Contacts outside the department are with county and city engineers, city clerks, consultants, various law enforcement agencies and vendors. This position may require overtime and overnight travel.

The effectiveness of this position is measured by the accuracy and timeliness of all reports and information provided to both the department and outside contacts and the production of updated maintenance jurisdictional maps.

Principal Accountabilities

1. Ensures that intergovernmental agreements are in order and up to date.
2. Ensures the timely production of the bureau’s sub-section maps, snow route maps and processes changes to the roadway inventory.
3. Produces and monitors the Municipal Maintenance and Street Sweeping agreements.
4. Supervises the entry of information into the AMP, and produces reports based on this information for budget and spending projections.
5. Assists with the operation of the communications center during emergency operations.
6. Performs all duties in compliance with the department’s safety guidelines, and in a manner conducive to fair and equitable treatment of all employees.
7. Performs other duties as assigned.

Qualifications

  • Education/Experience:
  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR
  • Seven years of engineering experience
  • Valid driver’s license
  • Occasional travel with overnight stays
  • Overtime
