Job Responsibilities

This position is responsible for developing and monitoring the District's Annual and Multi-Year Highway Improvement Programs in an efficient and cost effective manner with due regards to the sensitivities of public needs and goals. In addition, this position oversees Geographic Information Systems (GIS)/mapping assistance for district staff.

Annual programs: $100 - $350 Million
Multi-year programs: 100-200 projects analyzed: $0.6 - $1.5 Billion

Estimates: 50-100 annually

This position reports to the Programming Engineer. Reporting to this position are the Program Analysis Engineer and the Geographic Information System (GIS) Coordinator.

This position is technical and managerial in nature. Managerial skills are necessary to schedule work assignments within the unit to result in the successful and timely completion of a proposed Annual and Multi- Year Program (MYP). The incumbent must travel throughout the District to coordinate the scope of work with Program Development personnel, other bureaus and public officials. This position is responsible for monitoring the annual program to ensure its timely completion and to coordinate this data within the District and with the Central Division of Highways and the Office of Planning and Programming, and evaluation of pavement condition surveys to develop pavement condition ratings.

Typical problems include effective coordination in the Bureau of Program Development to maintain accurate and up to date data in the Program Planning System (PPS). The greatest challenge of this position is to propose the Annual and Multi Year programs which address the goals of the Department, are fiscally constrained and meet program revenue requirements and restrictions such as the Illinois Special Bridge Program (ISBP), Transporation Asset Management Program (TAMP), and the Highway Safety Improvement Program (HSIP).

This position accomplishes these accountabilities through the following:

– accountable for providing assistance in the development of the Annual and Multi-Year Programs, assisting with monitoring district highway and bridge needs, and assisting with developing project scopes and costs.

– accountable for preparing and maintaining Geographic Information System (GIS) files and maps to satisfy user requests within the district for information available from the Illinois Highway Information System and other specialized or unique transportation related databases.

Job Responsibilities Continued

Functions personally performed by the incumbent involve leading the scoping activities of all planned improvements to ensure the appropriate scope of work is planned and preparing a programming cost estimate. The incumbent is indirectly involved in the review and monitoring of planning and design processes of each project in order to effectively coordinate the proposed program from inception to funding obligation. S/He oversees district mapping needs, including GIS issues.

The incumbent operates within the rules of the Multi-Year Programming Guidelines, the Bureau of Design and Environment Manual, Highway Standards, Standard Specifications for Road and Bridge Design, Procedure Memoranda and other guidelines established by the Office of Planning and Programming. S/He is constrained by applicable state and federal guidelines. Any instance which may be controversial in nature will be referred to the Programming Engineer.

The incumbent has internal contacts with the other sections in Program Development and with the Bureaus of Operations, Implementation and Local Roads. Principal contacts outside the department are with the Office of Planning and Programming, local highway officials, and public officials. Travel is occasionally required.

The effectiveness of this position is measured by the accuracy, completeness, and timely submission of program data as required maintaining the PPS computer files. The incumbent is evaluated on the ability to maintain adequate project files, to assemble and provide program scope and cost data for the District Highway Improvement Programs consistent with District goals and objectives and available revenues, and to accurately communicate programming data to internal staff.

Principal Accountabilities

1. Assists in the development of the District’s Annual and Multi Year Programs.
2. Coordinates the scoping activities and prepares programming cost estimates.
3. Coordinates data necessary to maintain up-to-date records in the Programming Planning System (PPS).
4. Coordinates the status of the annual and multi-year program data internally and with the Office of Planning and Programming.
5. Monitors the condition of the existing highway network and improvement needs.
6. Coordinates the oversight of district GIS/mapping projects.
7. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
8. Performs other duties as assigned.

Qualifications

Position Requirements

  • Education/Experience:
  • Current registration as a Licensed Professional Engineer in the state of Illinois
  • Four years of experience in civil engineering
  • Valid driver’s license
  • Occasional districtwide travel and some statewide, which may include overnight stays
  • Occasional overtime during evenings and weekends
  • Successful completion of a background check screening.
